...You don't have a justice system? Not that this is anything close to a standard justice system - but. What? Really?

No...? If you go against the Head, they'll just send someone after you themselves, and outside that...

Someone you know gets killed, you're gonna have to hire a Fixer willing to deal with it if you want retaliation, or take care of it yourself if you can. And if they died at night in the Backstreets, no one's going to care at all.

It depends. You still have to find one willing to take the commission on... if it's a busy Office, or if you don't have the money, you're out of luck. A lot of people probably wouldn't be able to afford hiring a higher grade Fixer, either, so if they were killed by someone from an organization they aren't willing to go up against, that'll be the end of it too.

It's always that, isn't it? The money.

-yeah. Always. Everyone is always after more of it, so they can have a more comfortable life, or live somewhere safer... but then even when they have it, that's never the end of it. You need more to make the higher rent. To pay for better food. And if the company protecting your area goes under, then... suddenly you're not even safe anymore, and that money won't do you much good.

The wheels of capitalism never stop turning, and crushing the little people asunder. If it helps any, where I'm from has a justice system, and even then, those parallels exist.

They end up so crushed by it that all they know is the ground. There might as well not even be a sky... they forget how to look up to it, and even if they do, the only stars they can see are all inside the city.

Circumstantial evidence is evidence that inconclusively points towards someone being guilty. It's not a smoking gun, or a guaranteed answer - for instance, if I killed someone and you found blood on my clothes, that would likely be solid evidence.
